Thecoreconceptofthis2008program:Leadership:DevelopingPublicSectorExpertiseinanEraofRapidGlobalChange–LondonSchoolofEconomicandPolitic(LSE)ExecutiveeducationprogramforTaiwanCentralPersonnelAdministration(CPA),istryingtoestablishthecapabilityofTaiwanpublicservicefocusonthetopicofintegrationofleadershipmanagementandstrategyplanningundertherapidchangingworld.Obviously,theglobaleconomicandpoliticalenvironmentschangeddaybyday.Neitherthepublicsectorsofanygovernment,norprivatebusinessofanycompanycouldgetridofthistremendousinfluence.ThisprogramisinitializedbyTaiwanCPAanddesignedbyLSEconsistsofseveraldimensionsthatinclude1)Leadershipmanagement;2)Contemporaryinternationalvision;3)Personalpotentialinspiring;4)Publicsectorstrategy,organizationalchange,andperformancemanagement,5)Publicsectormanagement–topicalandcomparativediscussions,and6)Negotiatingandinfluencingskillsforpublicsectorprofessionals.Fromthiswellorganizedprogram,wefellowscangetsomeideasfromthecurrentglobalinformation,especiallyundertheclimateofglobalization.In2002,TaiwanhadsignedandjoinedWorldTradeOrganization(WTO).Fromthenon,Taiwanhadtotradewiththewholeworldwithoutanyexcuse.Andthepublicsectorsofourgovernmenthadtheabsolutelyresponsibilitytofacethecomingchallenges.However,theintegrationandreformofeachpublicsectorarethemostimportantkeystodevelopvisionsetup,leadershipmanagementandstrategyplanning.Thisprogramrecruited30middle-to-highsupervisorsofdifferentdepartmentsofExecutiveYuanthatchargingmostimportantpublicsectorbusiness.Aftersixweekscondensetraining,allthese30memberscanknowthemeachothermorepreciselynotonlyontheirworkingfields,butalsoontheirownpersonalstyle.Itisagreatopportunityforthesegovernmentelitestomeettogethertosharetheirexperiencesandideals.Thiskindofintegrationcanchangelotsthings.Wefellowsmayhavemuchpowerfulexecutiveenforcementinthefutureunderthehelpofeverypublicsectorinordertoreallydosomethingforourpeopleandgovernmenttoadjustanynewchallengesintheeraofrapidglobalchange. |
